That's a tough one, because I can't think of any examples of really
good HTML documentation.
(However, I can't think of any good PDF-documentation either.)

There's plenty of examples of mediocre HTML-docs, the TADS 3 documentation being one example.

Much good documentation have been made available as Windows Helpfiles,
though, and the style used there-in (with brief pages and extensive linking)
is what I'd recommend for the HTML version.
One problem is, of course, that many small pages means much time spent waiting
for the page to load. Providing a zipped/tarred/etc. archive will solve that problem, though.

In any case, even with its flaws, I much prefer HTML to browsing a PDF - even for
material that doesn't fall into the "reference" category.
