The DM4 was in fact converted to HTML by David Welbourn. From hearing him ask various questions and mutter various things on ifMUD while he was converting it, I get the impression it was quite an ordeal. So, I suppose that's another reason not to convert it to HTML.
Personally I think PDF is okay, especially for things like the Getting Started Guide that are designed to be read through rather than used as a reference. I rather prefer HTML, though, and I definitely find PDF an annoying format for reference works.
